Because the USA needed Japan and Germany as allies against the USSR and partially rehabilitated their image to that end. The SA has no such needs and the Brazilians make an excellent scapegoat for the Days of Iron to the general public.
Many groups in the SA do not want anyone looking beyond the official line of history so having a convenient target for blame makes them happy and mollifies the general public. I don’t remember when/where LP told me this, might have been a PM, but the Council races did learn the lesson the USA didn’t learn in Vietnam. Just because you can take territory doesn’t mean you have the political will, manpower, and resources to hold it.
I guess that why the Council don’t feel the need to crush the Terminus Systems or the Turian Separatists anymore. They don’t want their enemies to become united or powerful but they don’t care to enforce their direct rule and why should they when they have a stranglehold on tech, heavy industry, and shipbuilding.

I liked the Aria and Thana mother daughter scene. I read it as two very powerful people, one who knows she has her back against the wall. Who both know they could be so much more powerful if they worked together. Yet they can’t. The practical/power-hungry side is screaming to suck it up and make nice, but their pride won’t allow it. Thana sees Aria abandoning her and her family as treason and Aria sees her mother as the murderess of her love and child and the Thirty’s betrayal of their whole society as proof of how broke the asari are. Neither can budge, if they did they wouldn’t be the Pirate Queen of Omega or the High Queen Matriarch of the Asari respectively.
The bits with Shepard, Garrus, and the Angels didn’t feel great but I don’t think they were meant to. It was an awkward situation where the characters don’t know whats going to happen or what they can expect.

It appears P is a position but the mechanics on how it passes down are totally unknown.
I have some thoughts on 4. If you remember from OSABC there’s a third Leviathan faction around. They’ve been mucking about for awhile now and I suspect their plans are working perfectly right now.
They’ve been modifying races for several cycles now but I bet that’s just a small part of their end game. These are the same Leviathans who reactivated the Catalyst God Machine to trap Sovereign.
My bet is when Harbinger leads a strike force of the most powerful Reapers to deal with the Catalyst, they’ll really be walking directly into the trap. With the oldest and most powerful Reapers gone, the ones who are hoarding Godpower abilities from their lesser kin, the same Reapers who are the leadership caste of the Reapers, well cut the head off the snake has a certain classic ring to it.
Perhaps they’re planning on the Catalyst regaining control over his wayward creations.
